Creating your first page couldn't get any easier than Dreamweaver offers. In order to follow this tutorial you will need to buy or try Adobe® Dreamweaver® CS3:
First you need to decide where you will save your website. For simplicity purposes we will save the site in to your documents folder (My Documents folder if you are using Windows XP) (Documents folder if you are using Windows Vista). So navigate to your documents folder and create a new folder called websites.
Inside the websites folder create another folder called basic_site. basic_site is where you will save all your site content.
Now start Adobe Dreamweaver CS3 (DWCS3).
On the menu, located across the top of the DWCS3 click "Site" then choose "Manage Sites"
Now you have a new window open titled "Manage Sites"
Notice listed down the right hand side of this window there are more buttons. Click on "New" then choose "site" from the drop down menu. This will create a new site.
A new window will open. Notice across the top there are two tabs. One is titled "Basic" and the other titled "Advanced". Make sure the tab titled "Basic" is selected. This will allow you to define your new site using a settings wizard.
Screen One: On the first screen there are two fields. One asks: What would you like to name your site? The other asks What is the HTTP Address (URL) of your new site? For the first field type in the text: Basic Site. Leave the second field as is.

Book: Adobe Dreamweaver CS3 Hands-On Training Chapter 3, "Managing Your Sites", covers defining sites. I have not used this one for CS3 but I own the one for DW MX 2004 and I found it to be very helpful. Click here to read more about it.
